MR LUCE'S MEETING WITH SIR IAN GILMOUR: FUTURE OF HONG KONG

1.

Mr Luce wishes to discuss Hong Kong's future with Sir I an Gilmour, who is to appear in a Southern Television Broadcast on Thursday 9 February. Dr David Owen (who has recently visited China) will also participate in this.

2.

In view of the time factor, I attach for Mr Luce's use, the briefing material on which the Secretary of State drew to brief Dr Owen on 24 January (Mr Steel was not present on that occasion). It has been amended to take account of the latest round of talks.

3.

Sir Ian Gilmour may find it helpful to have a general defensive line in case Hong Kong is discussed during Thursday's broadcast. Mr Luce may wish to give him the attached, unclassified material.
