Since drafting the above for clearance with Hong Kong Department, I understand that Mr Fleury telephoned your office on 15 February seeking clarification of two points in an article on Hong Kong about to be published in ''South'' magazine. Mr Morris in HKD, to whom you passed Mr Fleury, dealt with these. Mr Fleury, who was grateful, made no mention of his request for an interview with Mr Luce.
