To brief European Community partners in confidence on the talks on the future of Hong Kong.

3. Second more detailed phase of talks began in July 1983. rounds since, continuing through diplomatic channels in Peking. Eight round 25/26 January. Ninth round taking place at the moment
(22/23 February).

Common aim of maintaining Hong Kong's prosperity and stability. Our aim to find a solution acceptable to British Parliament, China and people of Hong Kong. We want best possible deal for Hong Kong.
5. We believe continued stability and prosperity best assured by:
(a) continuity of systems;
(b)
minimal interference.
