If EXCO referred to the records of their meetings with Ministers in
London in January to claim that both sides had agreed that the aim
was no more than an interim statement, Mr Luce should explain that the position had evolved.
PENSIONS
4. Mr Luce said that it would be helpful to confidence if he could
make a forthcoming statement in Hong Kong on pensions. He would
discuss the matter with Mr Raison and the paper on the issue should be cleared with the Treasury as soon as possible. Mr Burrows
pointed out that the Chinese Government should be the second
guarantor of pensions after the Hong Kong SAR, and HMG only the third guarantor. This might make matters easier with the Treasury.
