1. Mr Wye has kindly agreed to update the condordance progressively to take account of each round of talks/informal contacts. He is aware that some points arising from the Ambassador's dinner with Zhou Nan on 10 February (eg on defence and internal security; independent legal and financial commissions) and Mr Galsworthy's lunch for Lu Ping on 15 February (eg Public Service; Nationality) will now have to be included, but secretarial constraints within Research Department have prevented him from issuing the necessary additions this week.

2. As I see it, the concordance will be one of three separate but parallel on-going exercises:

(a) The Concordance itself (which will record virtually everything

the Chinese have said on key issues);

(b)

Tabulations of what the Chinese say at each round of talks compared with major points in our working papers. (I shall continue to prepare these);

A distillation of points agreed/not agreed, and derived from (a) and (b) above.

(c) should enable us to identify points of detail to be included, as appropriate, in an eventual agreement, and to pinpoint others on which we may need to return to the charge with the Chinese. suggest that Mr Powell and I tackle it together.
