CHINESE RELIABILITY
1. You will have noticed the growing number of comments in the press and elsewhere suggesting that the Communist Chinese Government has consistently failed to honour international agreements. Tibet and
Shanghai in 1949 are cited as particular examples. The implication is that we cannot trust them over Hong Kong either.
2.
Mr Luce would be grateful for your comments on this, and for advice on the line that Ministers might take in dealing with these allegations with MPs, journalists, etc.
