1. Hong Kong had warned of a likely Early Day Motion tabled by Mr

Michael Brown MP following his visit to Hong Kong after attending a

rally in Taiwan. The wording was not helpful. Action: Mr Luce

would look into it. FED would try to find out which other MPs had

attended the rally in Taiwan.

THE LATEST ROUND OF TALKS

Action: A letter was being submitted to the Prime Minister,

commenting on the latest round.

SHORT TERM

3.

Comment was awaited from the Governor and Ambassador on the way

to and through the next round. Although first indications from EXCO suggested most members saw little chance of a final agreement this

Summer, the Chinese wish to move quickly had to be taken seriously.

It was agreed that the Governor should be asked to arrange an EXCO

meeting on 10 or 11 February to enable consideration at least two of

the central working papers ie: Defence, and the Public Service.

This should enable the two papers, and perhaps the Shipping and
