Call by Lord Shawcross

The Secretary of State saw Lord Shawcross to talk about Hong Kong on Privy Councillor terms yesterday evening. He told me afterwards that he had outlined our approach in general terms and had underlined that the Chinese were not dragging their feet. Lord Shawcross had made two main points:

he had stressed the need to make progress with democratisation, although he realised the difficulties. On this, the Secretary of State had responded that we were committed to making cautious progress and would continue to do;

we should consider involving the US and Japan in shoring up investor confidence (he had heard indirectly that Shultz was not interested in taking up this role). The Secretary of State replied that we had not directly sought US and Japanese assistance in this role, although we we attached very great importance to maintaining confidence in Hong Kong and would continue to keep all options under review.
