See contents of your telegram number 223 of 15 July 1983 to Martin Berthoud

in Sydney at the time for his own information.

I have not kept a copy

of the telegram but, if I recall it aright, it implied that Mr Henning would contact either Martin Berthoud or me personally fairly soon after the date of the telegram. I imagine that for this reason Martin did not think it necessary or indeed appropriate to inform Donald Pragnell about Mr Henning's connection with No. 10 before he, Martin, went on home leave in October.

2. I will now ensure that Donald Pragnell is briefed about the background as you ask and for Peter Collecott and David Upton, our two First Secretaries in Canberra, to be briefed also.
