1. Please see the attached press coverage telegram from Hong Kong to which I have replied asking for the full text of the key points in Xu's speech so that we can make an assessment before Ministers meet the Governor and the Unofficials.

It seems at first glance that D is a slight elaboration on what has been said publicly before, as is K, while N and O may be new points. On G the Chinese have previously said that existing laws
would remain unchanged in many or some respects. This is rather different from the wording as summarised in the TUR.
3. I should be grateful if you or Mr Wye could let Mrs Priest have as soon as possible your thoughts on how these 14 points compare with:
(a) what has been said previously in public by the Chinese and; (b) what Yao Guang said in the talks when he made clear the 12 points
