FUTURE OF HONG KONG: UNDERTAKINGS BY HMG TO THE HONG KONG PEOPLE

1. I have given Mr Clift already some comments on his draft paper on this subject.

2. Research Department confirm that they know of no precedence where HMG made undertakings to the people of a dependent or any other form of British territory before independence or a significant change of status. They have however sent me the attached papers which deal with the citizenship questions which arose in Africa in the 60's and early 70's, particularly with respect to Tanganika, Uganda and Kenya. There is nothing directly relevant but one or two passages relating to the expulsion. by Amin of Asians in Uganda are worth glancing at, in particular paragraphs 37, 41 and 43-46; also Annex C.
