I have just returned from a fairly long trip abroad which, in addition to the USA included Malaysia, Hong Kong, Macau and China. As you know, I am very interested in the political problems in the Far East.

I spent some weeks in Hong Kong but unfortunately I did not have the advantage of seeing the Governor or Sir Percy whilst there, although I did have many talks about the 1997 problems with business leaders, members of Exco and the new head of the New China News Agency.. I have, however, been asked by the Chinese Ambassador to go and talk with him privately (I know him quite well) and Pamela Egremont and I are dining with him in about a fortnight.

It is quite a long time since I have been briefed on the Hong Kong problem and I wondered whether it would be possible for me to be brought up to date to some extent, and on Privy Council terms, about the present state of play and policy? I am anxious not to say or go into print on anything which might be unhelpful.
