Customs and Excise
Commercial travellers entering Puerto Rico from foreign countries (not the U.S.A. or its Dependencies) are required to deposit with the U.S. Customs at the port of entry a sum equivalent to the ful U.S. duty on all dutiable merchandise introduced into the island as samples. This sum is refunded upon departure on all samples which are taken out of Puerto Rico. There is no licence fee. The Government of Puerto Rico does not collect Customs dutie on merchandise entering the island from the U.S.A. or it Dependencies. Merchandise entering Puerto Rico from foreig countries is subject to the duties of the U.S.A., which are collected at the ports of Puerto Rico by the U.S. Customs Service. On certain articles manufactured, imported or sold in Puert Rico, however, revenue sales-taxes are assessed. These import are collected against the financial sales price at the retail level bu: are paid by the first handler of the goods, whether they are manufactured in the island or imported. Most revenue taxes are assessed ad valorėm (tobacco, spirituous liquors and coffee being exceptions).
Although an Export Declaration is required (for statistical purposes only) visitors from other parts of the U.S.A. are no: required to pay Customs Duty or Excise Taxes on goods pur- chased in Puerto Rico and taken back to the mainland with the exception of alcoholic beverages, tobacco and plants. Alcoholic beverages and tobacco, however, may be purchased on the island bearing the U.S. Internal Revenue Stamps. The import of flora to the mainland is strictly controlled in orde: to prevent the spread of plant disease. Health certificates can be issued by registered nurseries or by the Department of Agri- culture (after fumigation) for wild flowers, etc.

The Government of Puerto Rico does not maintain diplomatic cr consular representation in other countries as these functions ar carried out by the representatives of the Government of the U.S.A.
