May I extend you once again a warm welcome to Hong Kong on your significant mission to Peking.
By the time you fly in, I would have left for Tokyo on business and it is a regret not to have the pleasure of seeing you here. I understand that you will pass through Hong Kong again on your way back to London and will look forward to joining the Governor's dinner on 31st in your honour. It would be appreciated of course if you could spare a moment to let me call on you personally though I realize how tight your schedule must be.
It is the peak of summer in Peking and now I am pleased to send you a traditional Chinese folding paper fan which you might find useful. The Chinese characters, in my own handwriting, translates as follows:
'To Foreign Minister Howe,
Where the shades of willows disappear,
a bright flowering hamlet emerges.
From Y. K. Pao'
Wishing you a successful trip and with warmest regards,
