1. I agree on the importance of the Head of HK Department (or the Assistant) visiting Hong Kong at least twice a year. I also agree that familiarisation visits by desk officers dealing both with internal affairs and the future are useful. But with several desk officers I think the junior ones must be given a lower priority and go only if the travel budget for the year makes this possible.

2. I have not yet been told how much money we will be given for next year. I have already told PSD that I believe the estimates put in towards the end of last year will prove to be too low. One reason for this is that we are likely to need more visits to Hong Kong and/or Peking than anticipated. Not all of these will fall on ministerial budgets. Mr Hannaby has said that he will be asking for revised estimates for next year soon. I shall then put forward the figures in your minute of 15 March plus an estimate for additional journeys connected with the future by ourselves and the Legal Advisers.

Meanwhile, we should plan in principle for visits as in your para 2(i). We should also think ahead on a visit by Mr Powell. On visits by Mr Williams and Mrs Priest, I should prefer to leave a decision until we know what next year's travel budget is going to be. We will fit them in

(particularly the former) if we can. The suggestion that they should use Apex fares will certainly help in this.
