YOUR VISIT TO THE FAR EAST

PROGRAMME IN JAPAN (24-28 NOVEMBER) AND KOREA (28 NOVEMBER- 1 DECEMBER)

The

I submit a draft telegram from you to Tokyo and Seoul. bulk of your time on working days (apart from the day for the meeting of Ambassadors) is likely to be taken up by calls on the MFA in both Tokyo and Seoul, but ideas from posts for the remainder of the programme would be useful. The draft suggests some pos- sibilities.

BRIEFING

Three sets of briefing will be needed: (a) for Hong Kong, (b) for Japan and Korea, and (c) for Washington. (a) is for HKD and I assume that you will wish to take this with you. (b) will have to go in the bag closing on Saturday 17 November to meet you at Tokyo. Either you or Mr Spreckley can take the Korean briefing over to Seoul. (c) can meet you in Washington. It will have to be in the bag leaving here on Saturday 1 December.

For the substance of the briefing on Japan and Korea, I propose that FED should prepare the following:
