Mr Luce was grateful for your minute of 3 April on this subject, and for the contributions of other copy addressees.
2. The only area where we may be in some difficulty (apart from Hong Kong, where the requirement is unknowable) is over Iraq and the two Yemens. Mr Luce has noted your suggestion that he should try to visit Iraq towards the end of May or provided that the Iraqis are willing to receive visitors during the month of Ramadan - in June. But it will not be easy for him to get away at that time. Mr Luce already has well advanced plans to spend a week in May visiting the Maghreb, and does not think it would be easy to take further time off for travel during this period not least because of the time that he and other Ministers will have to devote to the forthcoming European elections. We may therefore have to look again at dates in the autumn, though I should point out that in September, Mr Luce is already heavily committed with a proposed visit to the Far East and certain ASEAN countries.
