The purpose of this post-1997 panel should be, among other things, to enhance international and local support and confidence in Hong Kong as a Special

Administrative Region under Chinese sovereignty and the "One Country with Two Systems" principle, and furthermore to promote Hong Kong's stability and prosperity for 50 years after 1997.

This panel should be in existence for at least 15 years after 1997, and for as long as necessary thereafter.

May I urge that the above suggestions be given the fullest consideration by all concerned.
