13. Mr Abe said he understood that there had been exchanges between President Alfonsin and the Secretary of State in New York. This was an encouraging sign. Japan's basic position was that disputes should be settled by peaceful negotiation. He had not seen this year's draft resolution but Japan would have to take account of her position on previous resolutions. Against this background, the Japanese government would certainly give serious consideration to British views on this issue.

14. Mr Luce said he was grateful for this undertaking. The UK's objective remained the normalisation of relations with Argentina. This process should have begun during the talks in Switzerland, but the Argentines had broken the understanding on how these should proceed.
