Mr Luce's programe is attached at Annex A. It consists of:

(a) Discussions.

There will be meetings with the Governor and

senior officials, with the Senior British Trade Commissioner, with

EXCO, with Unofficial members of the Executive and Legislative Councils (UMELCO) and with leading Hong Kong personalities and groups. Mr Luce will also meet businessmen and community leaders.

(Personality notes are at Annex B).

(b) Visits. A visit has been arranged to a district on Hong Kong

Island.

(c) A Press Conference

Discussions with Governor and Senior Officials

Mr Luce will have discussions with the Governor on 26 February

and with senior officials on 26 and 27 February. These will

be mainly devoted to the Future of Hong Kong (Brief No 2). Other

bilateral issues such as Nationality (Brief No 3), Vietnamese

refugees (Brief No 4) and Pensions (Brief No 6) may be raised.

Meeting with EXCO (27 February)

7. There are 6 official and 10 Unofficial members of the Executive

Council (see Annex B). Mr Luce may wish to discuss the current

state of the talks with the Chinese and to seek EXCO's views on the

Working paper on Nationality. A speaking note and supplementaries

are in Brief No 2.

Meeting with Unofficial members of the Executive and Legislative

Councils (UMELCO) followed by dinner (27 February).

8. Five of the 11 Unofficial members of the Executive Council also

serve on the Legislative Council, together with 24 other Unofficial
