VISIT BY MR LUCE TO BRUNEI, SINGAPORE AND MALAYSIA

1 We spoke about the need to firm up arrangements, now that final authority has been given for the visit. I submit a draft telegram to Brunei, Singapore and Kuala Lumpur, which, I hope, reflects Mr Luce's views on his time in Brunei and Singapore. The instructions to Kuala Lumpur pick up points raised by Mr Gillmore. HKD have submitted separately on Mr Luce's visit to Hong Kong.

2 We discussed whether Mr Luce should leave Brunei on the evening of Friday, 24 February or the morning of Saturday, 25 February. The arguments are finely balanced:-

departure from Brunei on the evening of 24 February would allow Mr Luce to catch his breath in Singapore before what will no doubt be the most demanding part of his trip the visit to Hong Kong;

the Prince of Wales and Lord Trefgarne will stay on in Brunei until 25 February. Our representation would be

adequate even if Mr Luce leaves early;

a number of senior figures in other delegations are likely to leave in the course of 24 February. Mr Luce's early departure would be unlikely to cause comment.
