it might be possible to attain arrangements which would

secure for Hong Kong after 1997 highest possible degree

of autonomy under Chinese sovereignty. Agreement

containing assurances that present way of life in Hong Kong will continue for at least 50 years is objective of real value for all people of Hong Kong. Agreement which is reached must be such that we can honourably commend it to

Parliament.

ASSESSMENT OF HONG KONG VIEWS

Consultation with people of Hong Kong is continuous process. Constant sounding of opinion from all circles in Hong Kong and very close consultations with EXCO. My

statement will enable these views to be formulated on a

more informed basis.

10. Still considering best method for assessing Hong Kong reactions after publication of draft agreement.

Many existing organisations which could be used. Referendum

has many obvious difficulties and is therefore unlikely.

We are already monitoring Hong Kong views, well ahead of

publication of draft agreement, and taking them into account in negotiation.

GUARANTEES

11.

Arrangements agreed will be enshrined in international

agreements. Both sides have interest in upholding their own side of an agreement.

SINO-BRITISH RELATIONS AND FUTURE OF HONG KONG

12. No contradiction between our desire to develop Sino- British relations from their present excellent state and to secure the best possible deal for Hong Kong. On the contrary, achievement of an agreement acceptable to all concerned will

be in the common interest of British and Chinese Governments,
