6. I do not advise that the Secretary of State need see the Civil Service representatives while he is in Hong Kong. Their concerns are well known to us, and are the subject of contstant discussion between the Hong Kong Government and the Department. It would however be much appreciated if the letter declining their request contained a tribute to the sense of responsibility that Hong Kong Civil Servants have shown.
