What are the Secretary of State's views on the office of Governor?

1. Office of Governor standard feature in Dependent Territories.

Her Majesty's representative. In practice responsible to

Secretary of State for Foreign and Commonwealth Affairs for order

and good government of territory. Thus most onerous and responsible

job, particularly in important territory like Hong Kong.

What does he think of the Governor's performance so far?

2. Sir E Youde eminently qualified for post. Long and detailed

first-hand knowledge of China, culminating in distinguished

service as HM Ambassador in Peking, Then No 2 in FCO. record as administrator within FCO,

3. Performance has lived up to expectations, directed towards Peking talks. Has participated in each round of

the second phase of negotiations and made valuable personal

contribution. Also most effective in representing Hong Kong's interests to HMG. Has presided over important decisions on future development of the territory.

What liaison is there between the Secretary of State and the

Governor?

4. Daily two-way communication by telegram, Regular personal

contact: Governor has visited London 4 times since July 1983.

Mr Luce has reported to me on his two visits to Hong Kong and his

discussions with Governor there. Look forward to having Governor as my host in Hong Kong 18-20 April.
