1. We now have a clear idea of the Secretary of State's likely programme in Peking, and of the outline agenda for his talks with Chinese leaders. I attach the current versions. The largest remaining uncertainty is the possibility and timing of a call on Deng Xiaoping. The Chinese have indicated that a meeting is most probable on the morning of 18 April, but we are still awaiting confirmation.

2. Our Embassy in Peking have asked for comments on the

programme.

I recommend that we agree. Given the limited time available, there appears little scope for addition.
