I have seen Mr Elliott's minute of 5 April. I agree that it would be natural for the Secretary of State to refer to his visit to the Far East, with particular reference to the future of Hong Kong. But much will happen between now and the end of the month, and I do not think we can yet anticipate exactly what he should say.
