1. I submit a brief on Hong Kong for your press briefing at 1500 hours on 12 April. I understand from News Department that it is organised for British and Hong Kong journalists, but not for any other nationalities (cf your minute of 2 April).
2. In addition I attach our standard list of notes for supplementaries. The Secretary of State's briefing for Hong Kong will circulate a separate list, more directly angled towards his visit. At present this exists only in draft.
I attach a copy of the draft: a copy of the final list will be substituted when this is available. I also attach the Hansard of the extract on Hong Kong from the Secretary of State's speech in the Foreign Affairs debate on 22 March.
3. Mr Hum or Mr Powell will sit in on the briefing if you wish.
