Hong Kong have also put forward a number of suggestions for Lady Howe's programme. If any of these are of interest to Lady Howe or if Lady Howe has alternative suggestions, we will ask Hong Kong to make the necessary arrangements.

In addition to yourself, Mr Ricketts and Mr Goulden, the Secretary of State has agreed that Sir Percy Cradock and Dr Wilson should accompany him to Peking and Hong Kong. I also recommend that the Department's Legal Counsellor, Mr Burrows should go. If there is discussion of the draft agreement in Peking, his presence will be essential, and there may well be consequential discussions on this issue in Hong Kong.
