VISIT BY SECRETARY OF STATE

1. We have looked again at the whole plan in the

light of your TURS and other engagements here.

One new

factor, for your own information only, is the thought

that the Hong Kong negotiations might by mid-April have

reached a point where a visit by the Secretary of State

to Peking could be advantageous.

2. The Secretary of State has therefore agreed that we

should now consider the period 22 to 30 April for the

Far Eastern tour. As no decision on a Peking visit can

be taken yet we would envisage the tour starting in

Seoul or Tokyo. Peking might be better after Hong Kong
