You ask for useful precedents for White Papers stemming, for instance, from the negotiations leading up to our joining the European Community. I attach a representative selection of White Papers covering a 7 year period from 1967 to 1975. This representative selection consists of the following:
(a) Membership of the European Communities (May 1967):
Cmnd 3269. (This consists of a statement made by the then Prime Minister to the House of Commons on 2 May 1967 relating to the second application to join the European Communities);
(b) Legal and Constitutional Implications of United
Kingdom Membership of the European Communities (May 1967): Cmnd 3301. (This consists of a brief analysis of the impact of European Community law on domestic law in the United Kingdom);
(c) The United Kingdom and the European Communities
(July 1971): Cmnd 4715. (This was, according to my recollection, issued in anticipation of the major two-day debate held in both Houses of Parliament in October 1971: it sets out arguments for entry and contains a detailed statement of the outcome of the negotiations between 30 June 1970 and July 1971);
