SUBJECT: SECRETARY OF STATE'S VISIT TO JAPAN: AGENDA

FOR MINISTERIAL CONSULTATIONS

1. I submit a suggested agenda for the Secretary of

State's talks with the Japanese Foreign Minister, Mr

Abe. It has been informally agreed with the Japanese

Government and cleared with the appropriate Departments

within the Office.

The following is the proposed agenda:

1. East/West relations

2.

UK/Japan Bilateral questions

3. EC/Japan relations

4.

Middle East: Lebanon, Iran/Iraq

We have said that we would also be prepared to speak

on Hong Kong, but would not want it included as

as an

agenda item.

3. The talks will take place in two sessions:

4.00 pm to 6.00 pm on 25 April and from 8.30 am to

10.00 am on 26 April.

I would be grateful for the Secretary of State's

approval. We will want to commission the appropriate

iefing shortly. I shall submit separately on the

agenda for talks in other capitals to be visited.
