Is HMG seeking international guarantee of an agreement?

There can be no absolute guarantee, but an agreement

would by itself create a legal obligation binding the two governments involved. That is a strong guarantee of

observance, recognised as such by the international community.

The national prestige of the two governments would be involved.

20. There is no real parallel.

What attention is paid to the views of Hong Kong people?

21. There is a continuous process of consultation with the

people of Hong Kong on all matters relating to the territory's

future. A wide range of channels has evolved in Hong Kong

through which people make their views known. We particularly value our regular discussions with the Governor and the

Unofficial members of the Executive Council who are well placed

to reflect the opinions of Hong Kong people.

In addition,

Ministerial visits to Hong Kong and the reception of Hong Kong

delegations to London provide useful opportunities to further the consultative process.

Why no referendum?

Given the special circumstances of Hong Kong. а

referendum is not a faesible option.

'Safeguards' for people of Hong Kong.

We believe that a satisfactory negotiated settlement would

provide the best guarantee of continuing stability and prosperity

for all who live and work in Hong Kong.

Extension of democracy in Hong Kong.

24. A continuing process of democratic development is already

under way.

The Hong Kong government intend to continue building upon this foundation and a Green Paper was issued yesterday. This contained proposals inter alia for the

introduction of indirect elections to the Executive and

Legislative Councils.

Why not direct elections?

Indirect elections are proposed at this stage, because of the essential need to preserve stability and harmony in the

community at this crucial time.
