enclosing a letter from Sir S Y Chung.

Mr Powell, enclosing

I submit a draft letter from yourself to Mr Powell,

a draft reply to Sir S Y Chung.

3. Sir S Y Chung has also written identical letters to the Secretary

of State and Mr Luce. Mr Luce decided that no formal reply to

them was needed, since he had himself just met Sir S Y and the

Jeczotary of State would be seeing him in Hong Kong during his carrent

visit.
