e that since the Commission's sole purpose in requesting was "to include China in the definition of the Region", ticle I(a) follows the present text as closely as possible.

It may further be note that certain amendments to Article I(a), also extending the geographical scope of the Agement, were approved by the Council in 1967. These amendments were not considered to involve any new obligations and, therefore, entered into force for all the parties to the Agreement on the thirtieth day after their acceptance by two-thirds of the Contracting Governments, as provided in the first sentence of Article IX.4.
