As the amendments introducing mandatory financial contributions involve new obligations, the Director-General wishes to draw the attention of the Contracting Govern- ments to the procedure governing the entry into force of these amendments laid down in paragraphs 4 and 5 of Article IX of the Agreement which read as follows:
114.
Any such amendment of this Agreement, approved by the Council of the Organization, shall come into force with respect to all Contracting Governments as from the thirtieth day after acceptance by two thirds of the Contracting Governments. Amendments involving new obligations for Contracting Governments, however, shall come into force in respect of each Contracting Government only on acceptance by it and as from the thirtieth day after such acceptance. The instruments of acceptance of amendments shall be deposited with the Director-General of the Organization. The effective date of acceptance shall

be the date of such deposit.

Once the number of instruments of acceptance to these amendments, required under Article IX.4 quoted above, have been received by the Director-General, the amendments will enter into force with respect to each Contracting Government which has accepted the aforementioned amendments and will be registered with the Secretariat of the United Nations in conformity with Article 2 of the Regulations to give effect to Article 102 of the
Charter of the United Nations.
