PLANT PROTECTION AGREEMENT FOR THE ASIA AND PACIFIC REGION

1. The attached letters from FAO invited parties to the above agreement to formally approve amendments to it by deposit of instruments of acceptance.

2. The Plant Protection Agreement for the SE Asia and Pacific Region was originally signed on behalf of the UK by Sir Ashley Clarke, Ambassador in Rome, on 29 March 1956 and notified in December that year. Subsequently the scope of the Agreement was widened by the formal removal of the words "South East" from the title on 16 February 1983.

3. Following discussion at the 13th Session of the Plant Protection Commission

for the Asia and Pacific Region held in Manila in April 1983, the 84th Session of the FAO Council approved the following amendments, subject to receipt of Instruments of Acceptance from contracting governments:-

a. That the Commission's activities should in future be financed by mandatory

contributions from contracting governments. The constitution would include new articles to cover this and the copy of the FAO Memo dated 9 February 1984

as attached gives the wording of these.

b. That the People's Republic of China be included within the definition of the region. The copy FAO Memo dated 10 February 1984 gives the revised wording for this as it would appear in Article 1.

4. Other copies of documentation enclosed give more details of the amendments. Documents CCLM: 43/3 (a) and (b) give resumes of the proposed amendment's history. Document CL 84/5 (page 3 onwards) gives details of the Committee on Constitutional and Legal Matters' (CCLM) consideration of the proposals, and page 5 onwards shows the full text of the agreement including amendments.
