The information in Hong Kong telegram number 679 was provided in the context of the Hong Kong negotiations in Peking. The brief referred to in paragraph 4 (c) of the telegram was sent to Peking only, and we do not hold a copy. I should therefore be grateful if Richard Margolis would send copies of the brief to Ukmis Geneva and to this Department. I am not aware of any other relevant papers on our files.

We shall be replying separately to David Moss's letter of 27 November to Tony Galsworthy.
