Following a conversation with Mr Mainwood, I would suggest that your reply, which you must of course clear with Mr Edwards, should be along the lines of:

"[According to FCO Treaty Records, ] of the Conventions etc, to which the UK is a Party, contained in the UN list of Instruments on Human Rights, the following six have not been applied to Hong Kong... [those marked in red on the a tached list]". 2. This method obviates the need to make long lists and a separate copy of the UN list referred to above can be sent to Mr Parry so that he can consult it and draw from it his own conclusions. A number of the items listed are not "treaties" as such, e.g. the UN Universal Declaration of Human Rights, and are not therefore recorded in Treaty Section; the United Kingdom is not a Party to several others on the list.

3. If he could be more specific about what information he is after, we may be able to help Mr Parry with more detail. Incidentally, you may wish to make the point that Hong Kong, being a dependent territory, has no authority to "ratify" anything on its own account.
