BACKGROUND
As a dependent territory, Hong Kong has no authority to 'ratify' international conventions on its own account. The normal procedure is for conventions which the UK has ratified (ie to which it is a party) to be applied to Hong Kong through territorial application clauses. Where there is no territorial application clause in a convention, it will apply to Hong Kong unless its content implies otherwise or we ourselves declare that it does not.
