Mr Robert Parry (Liverpool, Riverside): To ask the Secretary of State for Foreign and Commonwealth Affairs, why the United Nations Convention and 1967 Protocol relating to the status of refugees were not extended to Hong Kong.

Mr Richard Luce.

The 1951 Convention relating to the status of refugees was not

extended to Hong Kong because of the territory's small size and

its geographical vulnerability to mass illegal immigration.

The 1967 Protocol was applied only to those territories to

which the 1951 Convention was extended.
