1. Lord Jellicoe opened the discussion by saying that, although the importance of Taiwan as a trading partner was increasingly clear, any action to improve trade links that could imply official recognition was out of court. But certain limited practical steps might nonetheless be taken.

Lord Kindersley asked if the initialling of the Hong Kong agreement might have any implication for our general attitude to Taiwan. Sir W Harding replied that, until the agreement was ratified in mid 1985, there would be a certain sensitiveness in our relations with China: But the Chinese would never be insensi- tive on Taiwan. Lord Jellicoe asked if the recent mention of his Taiwan visit by the Chinese Commercial Counsellor had been a "pro forma" complaint. Sir W Harding said that he thought it was. But this did not mean that similar complaints would necessarily be just "pro forma" in future.

(a) Contacts Between BOTB and Majestic Trading Company
There were, informal contacts, but could not Mr Sheu, Head of Majestic Trading, be permitted to pay calls on the BOTB offices?
(b) Majestic Trading Company Change of Title?
Could Majestic Trading be permitted to change its name to some- thing more appropriate, eg "Taiwan Trading Office"? Sir W Harding pointed out Chinese sensibilities. Lord Jellicoe asked what the Taiwan practice was in other EC countries. Lord Kindersley assumed a change of name was, in legal terms, a matter between Majestic and Companies House. Lord Jellicoe mentioned a Taiwanese suggestion that the ATTC office in Taipei be itself give a more descriptive title, such as "British Trade Promotion Office".

Registration of ATTC Taipei Office with Taiwan MFA
Mr Heathfield had suggested registration of the ATTC Office with the Taiwan MFA, following the example of other EC offices.
