4. Sir W Harding asked Lord Jellicoe how he found Mr Heathfield. Lord Jellicoe replied that he was extremely knowledgeable. His contacts and access were good with the exception of the MFA. But some doubts existed. Lord Jellicoe felt that Mr Heathfield's temperament necessitated a more precise set of guidelines for trade promotion activities. Perhaps an additional LEI-equivalent for the Taipei staff would be a bonus for trade promotion. Lord Kindersley said that Mr Heathfield adopted a low profile and was very conscious of FCO sensibilities. He gave good advice and was particularly good on major projects matters. Lord Kindersley agreed that an additonal staff member was a good idea. Guidelines might be useful, although conceivably they might constrict rather than encourage action. It was agreed that if guidelines were thought necessary, they should be produced by DTI subject to FCO clearance.

Sir W Harding concluded the meeting by assuring Lord Jellicce and Lord Kindersley of the FCO's enthusiasm for improved trade with Taiwan despite obvious constraints. Sir W Harding offered to write to Lord Jellicoe to give definitive answers to the points above. The meeting concluded at 12.27 pm.
