Thank you for copying to me your minute of 9 October. The approach outlined in paragraph 5 of the draft letter to Hong Kong seems to me exactly right. The most important point will perhaps be to ensure that any future discussion in international fora of Hong Kong terminology be maintained at a low key. Now that the question has become rather acadamic, I doubt whether this will prove too difficult.
