3. It is true that on one more

recent occasion in May 1982, the

Chinese suggested "territory of Hong Kong" (see para 3(x) above),

but their position over the years does not appear to have been consistent enough to justify the suggestion in paragraph 3 of the

standard FCO Political Background Brief (Ioc (84) 196) that the term

"territory" is favoured by the Chinese.

Where the British position is concerned, it is apparent from

earlier correspondence that the UN Secretariat believe we have

acquiesced in the use of the term "country or area" in statistical

publications. This may be correct (although we can trace no such

decision on the files);

as far as we can establish, however, UN

statistical publications generally contain some kind of disclaimer

to the effect that "country or area" covers countries, territories,

cities and areas.

* NOTE: Since 1974 ECAFE (Economic Commission for Asia and the Far

East) has been known as ESCAP (Economic and Social Commission for

Asia and the Pacific).
