Hong Kong terminology in the United Nations

Please refer to your letter of 17 October. with the approach you suggest, both for the unfinished business in UNIDO and on general guidance.

It would obviously be out of keeping with the present state of UK/PRC relations over Hong Kong for the traditional claims and counter claims about the present status of Hong Kong to be aired publicly at the UN or in its specialist agencies. In the (presumably unlikely) event of China's representatives showing an unnecessary excess of zeal, I suggest, subject to Peter Thomson's views, that we keep in mind the possibility of a low key approach to the Chinese designed to ensure that there are no further unnecessary tussles.
