Dear Tony,
1. I called today on Robert McDougall, East Asia Relations Division, Department of External Affairs, to let them know about the 21 November White Paper on further development of representative government in Hong Kong.
2. McDougall said that they had a number of questions they would like to put to us in connection with the draft agreement on the future of Hong Kong.
These fell into three main areas:
multilateral trading arrangements;
a.
b.
civil aviation;
C.
citizenship, passports, immigration etc.
They realised that you were very busy at the moment. They therefore intend to wait until you have cleared the next hurdle,
ie passage through Parliament, and put the questions to us early in the New Year.
3. I undertook to give you advance notice - hence this letter. Do you have any preference for how this should be handled when the time comes? We could collect the questions from the Canadians, and ship them to you for a written answer. Alternatively, I think the Canadians would be happy to send a small team, perhaps three people, over to London for talks with you about all of this. Perhaps the best might be a combination of the two advance notice of what they want to raise, with perhaps a preliminary general answer from yourselves, followed by detailed discussions in London.
