WHY DOES WHITE PAPER NOT CONTAIN PROPOSALS FOR DIRECT

ELECTIONS TO LEGISLATIVE COUNCIL?

1. Public comment on Green Paper showed little support for direct elections in 1985. Many people favoured idea. Few

wanted them in immediate future. Further consideration will

be given in 1987 review.

WHY SUCH A GRADUAL APPROACH?

2. People of Hong Kong generally in favour of gradual and progressive proposals. Recognise need to ensure that prosperity and stability not put at risk by too many consititutional changes too rapidly.

WHY INTRODUCTION OF FUNCTIONAL CONSTITUENCIES?

3. Hong Kong Government decided to develop present informal

system of selecting Unofficial members from functional

constituencies into more formal system. System has provided LEGCO with valuable expertise. Needed to ensure that full weight given to representation of essential economic and

professional sectors.

WHY THIS PARTICULAR CHOICE OF FUNCTIONAL CONSTITUENCIES?

Object to ensure that those major sections of community having common social, economic and occupational interests are represented.
