HONG KONG: WHITE PAPER ON THE FURTHER DEVELOPMENT OF REPRESENTATIVE GOVERNMENT

Mr Luce has seen over the weekend Mr Galsworthy's submission of 15 November. He agrees that the White Paper should be publicised by means of an inspired Parliamentary Question. If the Secretary of State is content with the draft Question and Answer, Mr Luce would be grateful if News Department could draw the attention of the press to the text to ensure that it gets reasonable publicity.
