4. There has been considerable parliamentary interest in the development of representative government in Hong Kong, and the question will certainly be aired by MPs in the debate on the Hong Kong agreement principally scheduled for the week of 3 December. MPs should be aware of the decisions now taken by the Hong Kong Government. A copy of the Green Paper was placed in the House of Commons Library on the date of its publication on 18 July and was brought to the House's attention by an inspired PQ. I suggest that the best way of drawing the House's attention to the White Paper would be by the same means.

5. The Hong Kong Government Office are planning to send copies of the White Paper to those MPs who have displayed the closest interest in constitutional development in Hong Kong.
