that it should be stated that the Government has no objection in principle to direct elections and that further thought will be given to this subject in the review in 1987 (paragraph 39);

that the proposals concerning the Executive Council should remain unchanged for the present, but will be reviewed in 1987 (paragraph 42);

that the possibility of introducing some sort of ministerial system should be considered further in the review in 1987 (paragraph 45);

that the proposal concerning the Governor's position as President of the Legislative Council will be considered further in the review in 1987 (paragraph 48);

that support should be given to the development of civic education in constitutional and political affairs (paragraph 50);

that Unofficial members of the Legislative Council should receive suitable remuneration for their services (paragraphs 52);

to

that approval for the necessary amendments the Letters Patent and Royal Instructions should be sought as soon as possible (paragraph 54);

that the necessary legislation to provide for the elections to the Legislative Council in 1985 should be drafted and submitted to Members for consideration in due course (paragraph 57);

that a draft White Paper should be prepared on the basis of the proposals put forward in this memorandum and submitted to Members for their consideration on 13 November, with a view to printing it for publication and tabling it in the Legislative Council on 21 November and debate on 5 December paragraph 60).
